Nilhts'i Ecoener Project Reaches Key Regulatory Milestone with BCER Submission
The Nilhts'i Ecoener Wind Project (NEP or the Project) reached a major milestone on July 13, 2026 with the submission of the Energy Resource Activity Act (ERAA) permit application to the BC Energy Regulator (BCER). The BCER was delegated the authority to approve wind projects in 2025 and has since developed regulatory requirements that proponents must follow, published in March 2026 under the Renewable Energy Projects Regulation (REPR).
The application submission under REPR is comprehensive, including project design and engineering, First Nation and public consultation, a detailed environmental impact assessment (Adverse Impact Report), and plans to manage potential effects throughout the Project lifecycle. Impact reporting and effects management plans were developed using environmental data collected on site through 2025 and early 2026.
The application has been deemed complete by the BCER, with a regulatory decision anticipated as early as December 2026. BCER’s review is ongoing and includes detailed review of the application, information requests and clarifications, and continued engagement with the Project team as the regulatory process advances.
In parallel with the regulatory review, the Project team will continue advancing engineering and planning for the next stages of development toward a targeted 2030 start of operation.
